Librarian (Limited)

The Provincial Public Service Commission of the Northern Province invites applications from qualified internal officers for the Limited Competitive Examination for Recruitment to Grade III of the Northern Provincial Public Service Librarian Service, to fill 13 vacancies.

Salary Scale (MN-3-2025 / Public Administration Circular No. 10/2025)

• Scale: LKR 52,250 – 10 × 800 – 11 × 1,190 – 10 × 1,320 – 10 × 1,350 – LKR 100,040/= per month. (Salaries will be paid in accordance with the provisions of Schedule III of the circular.)

Qualifications & Requirements

1. Educational & Professional Qualifications:

• G.C.E. (O/L): Passed six (06) subjects with at least two (02) Credit passes, including Language (Sinhala/Tamil/English) and Mathematics.

• Professional Qualifications (Any of the following):

  • Successfully completed the first year of a three-year Diploma course in Library Science from a university recognized by the Ministry of Higher Education or the University Grants Commission (UGC); OR

  • Successfully completed the first year of the three-year Diploma course in Library Science from the Sri Lanka Library Association (SLLA).

2. Service Experience:

• Option A: Confirmed in a Departmental Primary Unskilled (PL 1) service category post of Library Assistant / Library Worker in the government service, with a minimum of 10 years of active service experience in that post.

• Option B: Completed either of the diploma courses mentioned above, obtained the diploma certificate, confirmed in a Departmental Primary Unskilled (PL 1) service category post of Library Assistant / Library Worker, and completed a minimum of 5 years of active and satisfactory service experience in that post as of the closing date of applications.

3. Age Limit:

• Age Limit: Not applicable for this limited competitive examination.

Service Conditions & Probation

• Permanent & Pensionable: This is a permanent position entitled to the government pension scheme.

• Probationary Period: Successful candidates will be appointed on a 1-year trial/acting period. Officers must pass the First Efficiency Bar Examination and fulfill Second Official Language proficiency requirements within 3 years.

• Transfers: Subject to transfer policies across the Northern Province.
